CarISnet Starts Project-2: Integrating and strengthening of the actors of the ICT for Development in the Caribbean

With a workshop of the Consortium partners CarISnet in Jamaica (March 16-17) Starts Project CarISnet 2, subtitled "Integrating and strengthening the TICpD actors in the Caribbean, unleash the transformative potential of ICTs in the region." The project objective is to contribute to social and economic development in the Caribbean region, by strengthening the capacities of the / as local stakeholders for regional collaborative action initiatives TICpD criticism of the Caribbean. Before concluding, the project will achieve lay the groundwork and develop a work plan for the consolidation of the Community Caribbean ICT stakeholders Virtual (CIVIC), as a regional mechanism to promote knowledge sharing, capacity building and collaboration among actors Caribbean ICT .. Taigüey Foundation assumes the coordination of project implementation.

The consortium partners are the Jamaica Network for Sustainable Development (Jamaica Sustainable Development Network) - JSDN (Jamaica), DevNet (Guyana), L to Haitian Association for the Development of ICT -AHTIC (Haiti) and Taigüey Foundation (Republic Dominican). The project is supported by a grant from the International Development Research Centre (IDRC) IDRC program with ICA

The specific objectives are:

(A) Facilitate participatory design of a Strategic Work Plan for 2 years, aimed at consolidating CIVIC as a regional catalyst for TICpD in the region. The proposed strategic plan will consist of a coherent package of collaborative actions in different areas (ex: ICT for education, health, civil society, democratic participation and governance, economic competitiveness, applied research, among others) and transverse components (ex: multisectoral and peer networks, collaborative project design, effective use of information tools, design of public policy and lobbying -).

(B) Strengthen the capacities of the / as actors of ICT in the Caribbean to lead and promote online collaboration, dialogue and consensus building enriched using ICT tools (such as wikis, blogs, RSS / Atom, organizational interfaces processes) by providing training for online moderation and the formation of thematic working groups led by key local ICT practitioners. These working groups are to develop policies, position papers, documents for the dissemination of practical knowledge in relevant forums or publication by case bases. These training modules will be available permanently and will be managed by the consortium CarISnet. The virtual thematic working groups, will be initiated by CIVIC and / or local actors, and issues depend on the interests of the / as Member / as. There are some suggestions for some topics, such as telecommunications reform, open source software (Open Source), Internet Governance, e-government, etc.. This list is not exhaustive.

(C) Design an online platform enhanced CIVIC 2.0, which offers flexibility, interoperability, new security features and forms of participation, among others, to contribute to a more interactive online presence.

(D) Develop and publish a methodology for monitoring and evaluation CIVIC (based on OM) in order to measure and document the impact of the network in key aspects such as its influence on public policy design,, the capacity building, regional networking and coordination of efforts TICpD, among others.

(E) Coordinate and implement a regional meeting in person (face to face) of / as Member / CIVIC (the / as actors Caribbean member / current as virtual community) aimed at gathering feedback, validate the strategic work plan 2 years previously mentioned, strengthen network activities, and promote the participation of the / as French-speaking and Spanish-speaking.

The project design CarISnet 2 is based on the historical process of CIVIC, the lessons learned from the project CarISnet 1, the synergies of working groups of members / ace CIVIC (particularly "What is CIVIC", "Civic Platform" and "Diversity Strategy"), and the survey results CIVIC. The Caribbean Community Virtual Actors / as ICT (CIVIC) has existed since November 2002, where he was formally founded with support from the Institute for Connectivity in the Americas (Institute for Connectivity in the Americas) IDRC-ICA as a result of the Roundtable Caribbean ICT held in Barbados in October 2002.

CarISnet announces ICT database w / development of the Caribbean (Caribbean ICT4D clearinghouse)

We are happy to announce the launch of the Resource Center Caribbean TICpD http://clearinghouse.carisnet.org a result of the project CARISNET funded by the Institute for Connectivity in the Americas (ICA) The objective of this Resource Center is to support the exchange of information, research, and action, providing content related to the use of information technology and communication for development (TICpD) and policies, initiatives, skills,
resources and opportunities related to ICTs that exist within the
Caribbean.

Design Resource Center was made with the participation of / as
members / ace CIVIC (survey conducted in June 2005 l).

The Resource Centre will initially be hosted and managed by technically
DevNet as part CarISnet project, but later:

* CIVIC members constituiremos with a team of content management
* Will conduct a discussion with a subgroup "technical / interface"
