This meeting is organized and sponsored by the Dominican Institute of Telecommunications, as an institution that presides over the National Commission for Information Society and Knowledge (CNSIC), the Universidad Iberoamericana (UNIBE) and Multisectoral Network Actors Caribbean ICT (CIVIC) under CIVIC 2.0 event organized with financial support from the International Center for Development Research (IDRC, Canada).

What is CIVIC?

The Virtual Community Caribbean ICT stakeholders (CIVIC) is a virtual network regional multi-sectoral groups around 300 members / ace. It involves individuals from all sectors (government, international cooperation, academia, NGOs, civil society, regional organizations, businesses, etc..) That have an interest in promoting the use of ICTs for development in the region. Existence since November 2002 and has been active as a permanent mechanism for the exchange of knowledge to carry out thematic discussions, promote regional projects and take collective positions in the Caribbean in global forums (such as the World Summit on Information Society) .

CIVIC 2.0 event. will be held from 11 to November 14, 2008 in Juan Dolio, a new phase of CIVIC and has three main components: (a) "Consultation CIVIC" that contribute to the development of a 2-3 year strategic plan of the CIVIC community to meet the challenges in the field of ICTs for development in the Caribbean (as best public policy advocacy, better production of knowledge, enhanced project management TICpD more regional ICT cooperation projects, etc.) (b) Two-day training seminar TICpD policy design, (c) A training day management of thematic channels in the new Web 2.0 platform CIVIC.

What is the RIST?

The ICT Steering Committee (Regional ICT Steering Committee) is promoted by the General Secretariat of the CARICOM / CARIFORUM which aims to coordinate efforts for the design of public policies and initiatives. Works in the following areas: capacity building, access and infrastructure, ICT and Youth, Creating regional partnerships, legal and regulatory framework, public-private partnerships, improvement of productivity and efficiency, application and use of ICT in small and medium-sized islands Caribbean e-Trade Facilitation and Application of ICT for disaster recovery. Existence since 2004.

What is CTU?

The CTU was established in 1989 by leaders of the CARICOM member governments to streamline the framework of telecommunications policies for the region and address the problems of regional incompatibilities of the frequency spectrum. Recently, the CTU has emerged as the primary facilitator for the creation of policies for Information and Communication Technologies (ICT) in the Caribbean and the biggest contributor to the development of ICT capacity within the region.

1 About the event

CIVIC 2.0 event has 3 main components:

  • The main component is "Consultation CIVIC" that contribute to the development of a 2-3 year strategic plan of the civic community to meet the challenges we have in the field of ICTs for development in the Caribbean (as the ability to better public policy advocacy, best production of knowledge, enhanced project management TICpD, but regional cooperation projects, among others).

- The two others are:

  • Two-day training seminar in policy design TICpD
  • A day of training in management of thematic channels Web 2.0 (and moderation and facilitation of thematic subgroups). This is also the opportunity to launch the new platform CIVIC 2.0

2 Location and structure of the event

CIVIC The event will be held from 11 to 14 h of November 2008 at the Hotel Costa Caribe [1] Juan Dolio, Dominican Republic. The following activities are part of the event:

11 and November 12 Training Seminar TICpD policy design (30 participants)

November 12 A workshop for / as managers / volunteers as / as CIVIC 2.0 channels in facilitation and moderation of focus groups on issues relevant to ICT for development

13 and November 14 CIVIC Consulting - extensive discussions that lead to the development of a strategic plan for CIVIC 2-3 years

3 More on the CIVIC consultation

The objective of the consultation CIVIC is to define a work plan and internal mechanisms for:

  • Increase advocacy capacity of CIVIC in public policy at both regional and national
  • Increase research, production and dissemination of knowledge in subject areas relevant to the Caribbean TICpD
  • Increase the capacity of actors in the Caribbean in the conceptualization, design, implementation and evaluation of projects and TICpD programs
  • Increase regional collaboration in research and projects TICpD
  • Keep the composition unique multi CIVIC membership and increase the participation of key actors speaking Caribbean non-Anglo

4 More about the training seminar TICpD

This training seminar will cover design issues of ICT policies for the social, economic and cultural and political development of the ICT sector itself, as well as convergence approaches and sector. The seminar content supports the strategic objectives of capacity building and civic-IDRC IDRC

The training seminar will be held in collaboration with the organization TICpD Jamaica, and will be led by Dr. Elaine Wallace, consultant in ICT policy regulation.,

The following areas will be covered during the two days:

  • ICT and development: as a concept TICpD
  • Context for policy design
  • Convergence of ICT, design of public policies
  • Global and regional networks of public policies
  • Divergence: digital divides in the global ICT environment
  • Transversal ICT policy: their integration into sectoral policies

5 More about training / as managers / volunteers as / as Civic Platform 2.0

CIVIC A channel is a subdivision within CIVIC 2.0 Web platform and a subset of members who have a specific field of interest. One channel is built on a combination of Web 2.0 tools as a forum for discussion / specific mailing list and its archives, a reference library, publishing blogs, member pages, and other collaboration tools. Channels can be thematic (ICT for education, health, disaster management, SMEs etc.) Transversal / process-oriented (design, implementation, evaluation, policy, advocacy etc.), Or geographical (country, sub- region):

The training / as managers / volunteers as / as the channel include:

§ manage your channel, including how to use content management interface, add resources, events, calendar, forums, translation tools, etc.. User-level Management

6 Financial aid

Fifty (50) CIVIC members receive financial support to cover the costs of their participation in training and consultation, with the financial support of the International Development Research [2] Canada (IDRC) to draft CARISNET 2

7 Languages ​​of the event

The consultation will be fully multilingual translation and interpretation in English, Spanish and French for several sessions. 8 Organization

The event is organized on behalf of the civic community [3] by the consortium CarISnet [4] with the financial support of IDRC / ICA. The consortium is composed of 4 CarISnet Caribbean organizations: Foundation Taigüey (Dominican Republic) Sustainable Development Network, Jamaica - JSDN (Jamaica), DevNet (Guyana) and The Haitian Association for the Development of ICT - AHTIC (Haiti)

JSDN is in charge of setting the agenda and content, with the help of volunteer reinforcements CIVIC team, logistics Taigüey Foundation; AHTIC coordinate the development of the new platform CIVIC 2.0 to be presented at the conference.

An additional number of members / volunteers are as involved in the definition, configuration and event planning, virtual work groups and meetings.

They have hired an external consultant facilitating professional to support the objectives of the event. A report on each of the training sessions and the results of the conference will be compiled CIVIC part of the proceedings of the event

Annex 1: About the Virtual Community Caribbean ICT stakeholders (CIVIC)

The Virtual Community Caribbean ICT stakeholders (CIVIC) is a virtual network and multi-sectoral regional which brings together around 300 members / ace. It includes individuals from all sectors (government, international cooperation, academia, NGOs, civil society, regional organizations, businesses, etc..) That have an interest in promoting the use of ICTs for development in the region.

Existence since November 2002, where he was formally founded as a result of the Roundtable ICT Caribbean held in Barbados in October 2002 with support from the Institute for Connectivity in the Americas (ICA) and the International Telecommunications Union (ITU). CIVIC common description is "permanent virtual forum of Caribbean actors / actresses of ICT and space for sharing information, holding discussions, networking and linking ideas, actors, projects or initiatives on ICTs for development in the Caribbean." The goals and objectives articulated in a book were discussed and agreed by the / as members at that time (January 2003). These are: "To contribute to building a common vision / perspective on ICTs, and promote Caribbean strategy and / or regional actions for the entire Caribbean."

Since 2002, besides the ongoing multilateral trade, has developed common positions online regional processes of the World Summit (WSIS and WGIG as) have produced knowledge in various areas, and has woven a network by integrating the main TICpD actors in the Caribbean.

Despite these achievements, we have diagnosed the need for additional capabilities and promote a more efficient mode of operation to allow more effective CIVIC promote ICT for development in the region. Specifically, we have identified the following needs:

§ Increase advocacy capacity of CIVIC in public policy at both regional and national

§ Keep multi-sectoral composition of the membership only CIVIC including government officials, entrepreneurs / as, academics / as, program officials in regional agencies, NGOs, social activists and international cooperation

§ Increase the participation of key actors speaking Caribbean non-Anglo

§ CIVIC increase the incidence of research, production and dissemination of knowledge in subject areas relevant to the Caribbean TICpD

§ Increase the capacity of actors in the Caribbean in the conceptualization, design, implementation and evaluation of projects and TICpD programs

§ Increase regional collaboration in research and projects TICpD

§ Improving sustainability and self-management mechanisms CIVIC

Annex 2: On CarISnet

The consortium CarISnet [5] 4 is composed of Caribbean organizations dedicated to promoting the strategic use of ICTs for development in the Caribbean: Taigüey Foundation (Dominican Republic) Sustainable Development Network Jamaica - JSDN (Jamaica), DevNet (Guyana), the Haitian Association Development of ICT - AHTIC (Haiti)

The original consortium was formed in 2005 to propose the project CARISNET-1 with the aim of strengthening the Caribbean Virtual Community ICT Stakeholders (CIVIC). The project received support from the International Development Research Centre (IDRC), and was implemented between 2005 and January 2007. See CarISnet 1 in www.carisnet.org for details and results of this project.

In 2007, the consortium developed a second project - CARISNET-2 - with the aim of contributing to social and economic development in the Caribbean region, by strengthening the capacities of the / as local stakeholders for regional collaborative action initiatives TICpD in the Caribbean. Before concluding, the project aims to lay the groundwork and develop a work plan for the consolidation of the Caribbean Virtual Community ICT actors (CIVIC), as a regional mechanism to promote knowledge sharing, capacity building and collaboration among actors Caribbean ICT [6] .

A specific goal of this new phase is to facilitate the participatory design of a Strategic Work Plan for 2 years, aimed at consolidating CIVIC as a catalyst for TICpD in the region. The proposed strategic plan will consist of a coherent package of collaborative actions in different areas (ex.: ICTs for education, health, civil society, democratic participation and governance, economic competitiveness, applied research, among others) and transverse components (ex.: multisectoral networks peer collaborative project design, effective use of information tools, design of public policy and lobbying -). That is CIVIC 2.0 event will convene nearly 100 actors / ICT key guidelines in the Caribbean region.

The consortium members are also CarISnet also partners for implementation of the project to support the Caribbean Telecentres (ACT!) (Appointed ACT! Ivate), scheduled to begin in mid 2008, with support from telecentre.org. See www.taiguey.org / activate for details.

Project Launch ACT! Ivate to establish the Alliance of Caribbean Telecentres (ACT!)

Taigüey Foundation is pleased to announce the launch of the project ACT! ivate. The project ACT! ivate aims to establish mechanisms and initially maintain bases and mechanisms of the Alliance of Caribbean Telecentres ((ACT!). The latter is defined as a regional forum for exchange between telecentres and OLLABORATION Caribbean.'s project is initiated with the support of the program telecentre.org a joint initiative of the International Development Research Centre (IDRC-Canada), the Swiss Cooperation Department and Microsoft Corporation . The concept was defined in a process after the first Caribbean Telecentres Workshop , held in the Dominican Republic in July 2006 (see). During the workshop, some 70 operators / as and telecentres and actors / actresses key 15 Caribbean countries, identified the main challenges faced by their Community Telecenters projects, and explored what solutions and / joint actions could be done.
