1 About the event
CIVIC 2.0 event has 3 main components:
- The main component is "Consultation CIVIC" that contribute to the development of a 2-3 year strategic plan of the civic community to meet the challenges we have in the field of ICTs for development in the Caribbean (as the ability to better public policy advocacy, best production of knowledge, enhanced project management TICpD, but regional cooperation projects, among others).
- The two others are:
- Two-day training seminar in policy design TICpD
- A day of training in management of thematic channels Web 2.0 (and moderation and facilitation of thematic subgroups). This is also the opportunity to launch the new platform CIVIC 2.0

2 Location and structure of the event
CIVIC The event will be held from 11 to 14 h of November 2008 at the Hotel Costa Caribe Juan Dolio, Dominican Republic. The following activities are part of the event:
11 and November 12 Training Seminar TICpD policy design (30 participants)
November 12 A workshop for / as managers / volunteers as / as CIVIC 2.0 channels in facilitation and moderation of focus groups on issues relevant to ICT for development
13 and November 14 CIVIC Consulting - extensive discussions that lead to the development of a strategic plan for CIVIC 2-3 years

The objective of the consultation CIVIC is to define a work plan and internal mechanisms for:
- Increase advocacy capacity of CIVIC in public policy at both regional and national
- Increase research, production and dissemination of knowledge in subject areas relevant to the Caribbean TICpD
- Increase the capacity of actors in the Caribbean in the conceptualization, design, implementation and evaluation of projects and TICpD programs
- Increase regional collaboration in research and projects TICpD
- Keep the composition unique multi CIVIC membership and increase the participation of key actors speaking Caribbean non-Anglo
4 More about the training seminar TICpD
This training seminar will cover design issues of ICT policies for the social, economic and cultural and political development of the ICT sector itself, as well as convergence approaches and sector. The seminar content supports the strategic objectives of capacity building and civic-IDRC IDRC
The training seminar will be held in collaboration with the organization TICpD Jamaica, and will be led by Dr. Elaine Wallace, consultant in ICT policy regulation.,
The following areas will be covered during the two days:
- ICT and development: as a concept TICpD
- Context for policy design
- Convergence of ICT, design of public policies
- Global and regional networks of public policies
- Divergence: digital divides in the global ICT environment
- Transversal ICT policy: their integration into sectoral policies
- Advocacy and Advocacy (Advocacy), in practice TICpD
5 More about training / as managers / volunteers as / as Civic Platform 2.0
CIVIC A channel is a subdivision within CIVIC 2.0 Web platform and a subset of members who have a specific field of interest. One channel is built on a combination of Web 2.0 tools as a forum for discussion / specific mailing list and its archives, a reference library, publishing blogs, member pages, and other collaboration tools. Channels can be thematic (ICT for education, health, disaster management, SMEs etc.) Transversal / process-oriented (design, implementation, evaluation, policy, advocacy etc.), Or geographical (country, sub- region):
The training / as managers / volunteers as / as the channel include:
§ manage your channel, including how to use content management interface, add resources, events, calendar, forums, translation tools, etc.. User-level Management
§ Chairing and facilitating virtual groups, facilitation techniques (this is not just technical, but on the facilitation and social dynamics of virtual groups.
The / as managers / channel as being selected / as by the membership of the civic community.
6 Financial aid
Fifty (50) CIVIC members receive financial support to cover the costs of their participation in training and consultation, with the financial support of the International Development Research Canada (IDRC) to draft CARISNET 2
7 Languages of the event
The consultation will be fully multilingual translation and interpretation in English, Spanish and French for several sessions. For the activities of groups will be supported by interpreters "whispering". The training will be in English, unless a non-Anglophone significant group can access and manage additional resources.
8 Organization
The event is organized on behalf of the civic community by the consortium CarISnet with the financial support of IDRC / ICA. The consortium is composed of 4 CarISnet Caribbean organizations: Foundation Taigüey (Dominican Republic) Sustainable Development Network, Jamaica - JSDN (Jamaica), DevNet (Guyana) and The Haitian Association for the Development of ICT - AHTIC (Haiti)
JSDN is in charge of setting the agenda and content, with the help of volunteer reinforcements CIVIC team, logistics Taigüey Foundation; AHTIC coordinate the development of the new platform CIVIC 2.0 to be presented at the conference.
An additional number of members / volunteers are as involved in the definition, configuration and event planning, virtual work groups and meetings.
They have hired an external consultant facilitating professional to support the objectives of the event. A report on each of the training sessions and the results of the conference will be compiled CIVIC part of the proceedings of the event

Annex 1: About the Virtual Community Caribbean ICT stakeholders (CIVIC)
The Virtual Community Caribbean ICT stakeholders (CIVIC) is a virtual network and multi-sectoral regional which brings together around 300 members / ace. It includes individuals from all sectors (government, international cooperation, academia, NGOs, civil society, regional organizations, businesses, etc..) That have an interest in promoting the use of ICTs for development in the region.
Existence since November 2002, where he was formally founded as a result of the Roundtable ICT Caribbean held in Barbados in October 2002 with support from the Institute for Connectivity in the Americas (ICA) and the International Telecommunications Union (ITU). CIVIC common description is "permanent virtual forum of Caribbean actors / actresses of ICT and space for sharing information, holding discussions, networking and linking ideas, actors, projects or initiatives on ICTs for development in the Caribbean." The goals and objectives articulated in a book were discussed and agreed by the / as members at that time (January 2003). These are: "To contribute to building a common vision / perspective on ICTs, and promote Caribbean strategy and / or regional actions for the entire Caribbean."
Since 2002, besides the ongoing multilateral trade, has developed common positions online regional processes of the World Summit (WSIS and WGIG as) have produced knowledge in various areas, and has woven a network by integrating the main TICpD actors in the Caribbean.
Despite these achievements, we have diagnosed the need for additional capabilities and promote a more efficient mode of operation to allow more effective CIVIC promote ICT for development in the region. Specifically, we have identified the following needs:
§ Increase advocacy capacity of CIVIC in public policy at both regional and national
§ Keep multi-sectoral composition of the membership only CIVIC including government officials, entrepreneurs / as, academics / as, program officials in regional agencies, NGOs, social activists and international cooperation
§ Increase the participation of key actors speaking Caribbean non-Anglo
§ CIVIC increase the incidence of research, production and dissemination of knowledge in subject areas relevant to the Caribbean TICpD
§ Increase the capacity of actors in the Caribbean in the conceptualization, design, implementation and evaluation of projects and TICpD programs
§ Increase regional collaboration in research and projects TICpD
§ Improving sustainability and self-management mechanisms CIVIC
